When the heat index hits 95° and your kids are bouncing off the walls, you don't always need a full water park. Howard County and the surrounding Baltimore area are home to some genuinely great splash pads and spray grounds, many of them completely free! Whether you're in Columbia, Ellicott City, or willing to drive a little further into the surrounding area, there's water play within reach, and we've rounded up all of them in one place for you.
Things to Know Before You Go: Splash Pad Tips for Howard County Families
Most splash pads in the Howard County and Baltimore area run Memorial Day through Labor Day, typically 10am–8pm. A few things to know before you head out:
Splash pads close in the rain and when temps drop below 70°F. It’s a good idea to check the forecast and social media before you go.
Many spots on this list are totally free, but some do require a day pass or membership. 2026 prices have been added for the splash pads that have a fee, but it's always best to double-check before you go since prices can change.
If you're a Columbia Association member, you get access to several of the best water play spots in Howard County, including Hopewell Mini Waterpark! Non-members can buy day passes, just grab them online in advance on hot days since they tend to sell out.
What to bring: sunscreen (most splash pads have little shade), water shoes (surfaces get hot fast), towels, a change of clothes, and snacks. Wet kids are hungry kids. I also like to bring a few buckets and toys to extend the visit, plus a chair to relax in while the kids enjoy splashing around!

Color Burst Park — Columbia, MD

There's no shade over the splash pad itself, so pack sunscreen and water shoes. But if you get there early, there are some great shaded seats available. This one is tucked in the Merriweather District, so it's an instant yes to grab a snack or lunch to enjoy while the kids play!
Hopewell Mini Waterpark Splash Pad — Columbia, MD
Cost: Columbia Association members: included with membership. Non-members: day pass ~$20/person

If you are paying for a splash pad, this spot gets you a lot of bang for your buck! Hopewell has an 8-lane pool, a large water slide, a wading pool for little ones, plus a dedicated spray pad area — a full water park experience without the full water park price tag. If you're not a CA member, a day pass here is worth it for a big day out!
Swansfield Mini Waterpark — Columbia, MD

Another great Columbia Association splash park! Along with a large splash pad that's great for kids of all ages, Swansfield Mini Waterpark has a six-lane heated main pool with a large slide in the deep end, plus a large shaded area for when you're ready for a break from the sun.
Roger Carter Community Center — Ellicott City, MD
Cost: Free for members, or the drop in rate is $7/person for ages 3+

Season & Hours: Year-round (RCCC is an indoor facility with retractable roof)! Open swim is typically noon–5pm on weekdays; weekend hours vary with session breaks.
This is an excellent rainy-day water option in Howard County no matter what the temperature is outside. The pool has a retractable roof and doors, so it stays open in most weather. The outdoor splash pad has colorful spray pipes and dump buckets, which are great for toddlers. The indoor pool never feels crowded, and has a zero-slope entry area, fountain features, and a 10.5-ft deep well with a diving board for older kids. This is a great affordable option for some water play in Howard County!

Millard Cooper Park Splash Pad — Sykesville, MD

This is by far one of the most beloved splash pads in the area! It's 2,500 sq ft with water sprayers, a mushroom waterfall, a small slide, and a giant dump bucket (the water features are button-activated on the pad). The splash pad is right next to two playgrounds, and there's a pavilion with picnic tables, which make this a full afternoon activity. If you have littles younger than 4, make sure you bring swim diapers!
Emancipation Park Splash Pad — Laurel, MD

This free splash pad is perfectly situated for a day of fun! The splash pad is located next to the playground and picnic area at Emancipation Park, and is activated when touching the top of the pole. Pair this splash pad and playground with a visit to the Laurel Library, and you have yourself a three-for-one trip that only requires getting out of the car once! BONUS: Pop into the library to use the restroom and to take a break from the sun in the A/C!
West Shore Park Fountain — Baltimore, MD

Located between the Baltimore Visitor Center and West Shore Park, the Walter Sondheim Fountain is a perfect spot to cool off during a visit to Baltimore's Inner Harbor! This large fountain is as much an art installation as it is a splash pad; the water jets are set to music and lights, and some sets even have a fog feature! If you're in Baltimore, and plan to be at the Inner Harbor on a hot day, this fountain is a must stop!

Good Hope Park Spray Ground — Silver Spring, MD

This spray ground is tucked into Good Hope Local Park next to a cute little toddler playground, and consists of water jets on a concrete slab. If you're in the area and need a place to stretch little legs and cool off without a ton of crowds, this is the perfect spot for you. Just be sure to bring water shoes to protect feet from the hot sun!
Rockville Swim and Fitness Center — Rockville, MD

The Rockville Swim and Fitness Center is a destination splash park! The outdoor area features an open play area, in-water basketball, 2 slides, a lilypad crossing, an aquazip, and a kid pool with fountains and a sprayground. If you're a Rockville resident, a reduced day pass rate is available, but even if you aren't a resident, this swim facility is worth a full day visit. Amenities include bathrooms, changing areas, lounge chairs, a snack bar, and two pools. Little kids will love the spray grounds and fountains, while big kids will have a blast on the dueling water slides and pool obstacle course.
South Germantown Splash Park & Mini Golf — Germantown, MD

This destination splash park in Montgomery County has a one-of-a-kind 280-jet water maze, a cave with a waterfall, water bucket drops, a slide, and spraying animals. Grab a table with an umbrella for a shady rest between all the fun — the park also has restrooms, changing rooms, and vending machines in case you forget your snacks. Kids will literally jump for joy on the giant jump pillow, and for a few more bucks you can add on 18 mini golf holes!
Rockville Town Square Fountain — Rockville, MD

If you're in Rockville and planning on shopping or dining downtown, pack some extra clothes, sunscreen, and water shoes and visit the interactive fountain in Rockville Town Square! This popular spot is in the middle of some great restaurants and shops, and features water jets with lights in the fountain ground. On very hot days and weekends, this fountain can get a little crowded, but it's worth checking out if you're in the area.
Chesapeake Sensory Plaza at Rockfield Park — Bel Air, MD

The Chesapeake Sensory Plaza isn't your typical splash pad; it's a 5,000-square-foot water play area modeled after the Chesapeake Bay Watershed, built around a 60-foot channel system designed to mirror the natural landscape of the area. If you want to make this a full day trip, check out the wooden castle playground nearby in Rockfield Park — it features lots of tunnels and mazes, and your kids could spend hours here. Pack a lunch for one of the shaded picnic areas. There's lots of free parking, clean restrooms, and plenty of space to spread out.

Splash Mountain at Jolly Rodgers Amusement Park — Ocean City, MD

If you're at the beach and need a break from the sand but still want to stay cool, this water park has it all. From giant water slides and rapid rides to kiddie splash and a rain forest, this water park will fill the day for the whole family. Pro tip: save some money and bring a cooler with lunch, or keep your wristband on and leave for lunch and come back for some afternoon fun!
The Boardwalk at Hersheypark — Hershey, PA
Cost: Boardwalk is completely included with the price of admission to Hersheypark!

Ok, you know I love Hershey Park, right? It’s close enough to handle in a single day (but also, lots of great hotel options nearby too!), and included in the park admission is The Boardwalk. If you haven’t been in a while, this year the Boardwalk is opening two new water play areas, including a space for sitting and splashing under a shaded canopy. The open design is perfect for families who want to try different areas!
Duke’s Lagoon at Dutch Wonderland — Lancaster, PA
Cost: Included with the purchase of a ticket to the amusement park

Duke's Lagoon is included in your Dutch Wonderland ticket price, and is the perfect midday break from the rides if you're also planning a day at the amusement park this summer. Big kids, little kids, and adults will find plenty of fun in this water park, and after cooling off you can head back to the roller coasters and rides. Pro tip: If you want to purchase a season ticket to Dutch Wonderland, you will have access to Duke's Lagoon an hour before the rest of the park visitors!
Yogi Bear’s Jellystone Park Splash Park — Williamsport, MD

Along with your campsite or cabin reservation, visit the Jellystone water park with water slides, lazy river, Pirate ship splash pad, and an interactive pool with built-in hydro-therapy jet sets for adults (yes please!) Along with the water park, guests and visitors can enjoy a jumping pillow, mini golf, playgrounds and more!
Great Wolf Lodge Indoor & Outdoor Water Park — Perryville, MD

Great Wolf Lodge is a literal life saver in the cold winter months, but did you know they also have amazing attractions during the summer too? Alongside access to the huge indoor park, Racoon Lagoon is open seasonally for outdoor splashing and soaking up the sun. Day passes are available to visit, but if you really want to maximize your stay, guests are able to visit the water park on check in day as soon as it opens, and you can stay until closing on check out day. You get two full days of fun with one night’s stay!
